At Oberthur Technologies, Philip Andreae, Vice President, Field Marketing, Payment, North America, provides clients an in-depth understanding of EMV and what it takes to introduce EMV in the U.S. He supports all of Oberthur Technologies’ EMV business development efforts and compliments and further expands and defines the company’s EMV offer in order to meet new requirements merging in the U.S. Philip is also the Secretary of the Board of the FIDO Alliance. Over the last 20+ years, Philip has been actively involved in the payment industry and the evolution of EMV. While at Europay International, he was the executive responsible for driving the creation of the consortium that developed the EMV specification. At Visa Canada, Philip was a primary catalyst in the country’s migration to EMV. With nearly 20 years of payments experience, Troy Bernard leads marketing and product development at CPI Card Group, which includes EMV, mobile payments, and instant card issuance. Prior to joining CPI in 2015, Bernard served as Director of Digital Payments for Discover Global Network, where he managed the commercialization efforts of the Discover Digital Exchange, a digital mobile payments tokenization and provisioning engine that powers Discover’s participation in Apple Pay and other third-party wallets. From 2010 to 2014, Bernard was director of Discover’s Chip Center of Excellence, responsible for the global EMV and NFC payment product strategy, deployment, and technology across the Discover and Diners Club payment networks. Troy has been a member of the Smart Card Alliance for over 10 years and served as a Board member during his time at Discover Global Network. As Chief Technology Officer at the MBTA, David Block-Schachter works on projects that make the T easier to use. Among others, these include fare systems that speed up buses and allow you to pay with your phone, real time information that reduces wait times and stress, a responsive and accessible website, and the open data and APIs that support all this. David was formerly the Chief Scientist and CTO at Bridj. He has lots of degrees, including a Ph.D from MIT. He doesn’t drive, which probably explains a lot.

As a manager in Marketing Operations at JP Morgan Chase, he was responsible for teams that managed over 70M plastics in annual issuance. His role as Key Account manager at Oberthur Technologies positioned him to manage client EMV migrations both domestically and internationally. Michael oversees strategic partnerships and commercialization of the Waltz mobile technology platform in the transit industry globally. Michael’s 30 years’ of work experience in public transport was focused on fare payment and customer engagement. Michael recently retired from the NY MTA and while there was the executive in charge of efforts to launch next generation fare systems, including a new system to replace NYC’s MetroCard. Willy Dommen is an executive in Accenture’s infrastructure and transportation business. He has been leading the development of mobile and smart card projects worldwide for the last 20 years. Jason Oxman is the CEO of ETA, the global trade association of the payments technology industry. Since joining in 2012, Oxman has led ETA and its membership through unprecedented technological transformations, and ETA now represents more than 500 global financial and technology companies. ETA also owns and produces TRANSACT, the premier annual event for the payments technology industry, and is the voice of the payments industry on Capitol Hill. Before joining ETA, Oxman was Senior Vice President of Industry Affairs of the Consumer Electronics Association, prior to which he served as general counsel of a technology industry trade association and vice president of a Silicon Valley-based technology company. He worked at the Federal Communications Commission to develop and implement technology policy. He began his legal career as a law clerk for the Maine Supreme Court, and he is also a former broadcast journalist. Ellie Smith, a 15 year payments industry veteran, is the Head of the Chip Center of Excellence for Discover Global Network. In this capacity, Ellie is responsible for leading the contact and contactless EMV programs across Discover, Diners Club and PULSE networks. She manages EMV product strategy, leads policy development, and drives optimization of critical vendor programs. Ellie’s team also partners closely with issuers, acquirers, and merchants globally to enable the successful implementation and rollout of advanced payment technologies. Prior to joining Discover Global Network, Ellie was a consultant focused on payment-related projects, and also worked for nearly 10 years at American Express with significant time spent in the emerging payments area. Randy Vanderhoof is the Executive Director of the Smart Card Alliance. The Smart Card Alliance is a not-for-profit, multi-industry association of over 200 member firms working to accelerate the widespread acceptance of smart card technology in North America and Latin America. He came to the Alliance in January, 2002 and became the Executive Director in August, 2002. Jason Weinstein P.E., is the driving force behind the second generation of Clipper, the San Francisco Bay Area’s transit fare payment system that currently processes more than 20 million transactions and $45 million in revenue each month. As the principal program manager for the project, Jason is responsible for all aspects of Clipper system scoping, procurement, contracting and development for the Metropolitan Transportation Commission (MTC). David Weir is a Senior Program Coordinator for the Metropolitan Transportation Commission (MTC) in the San Francisco Bay area, working on the Clipper smart card fare payment program that is a joint effort of MTC and Bay Area transit agencies. David concentrates on cardholder and transit operator support, especially in the areas of customer service, communications, and marketing. The Clipper program settles a monthly average of $45 million in revenue among 20+ transit agencies, and has nearly 2 million active card accounts. Prior to joining MTC in September 2008, David was the Deputy Executive Director of the Georgia State Road and Tollway Authority, overseeing toll plaza and customer service center operations. Before entering the transportation field mid-career, David practiced law for over 15 years.
